Allegheny Power estimates your electric usage every other month rather than coming out and reading your meter. Often times they underestimate and your following bill is extremely high. When estimating they use the usage from the year before even if no one lived in the house. I think this is fundamentally wrong and it should be stopped. They should have to come and read your meter every month like every other power company in the US.
