With Congress pointing towards the War Powers Act to demand that President Obama involve them in decisions regarding troops in Libya, the White House rationalizes that the War Powers Act (any involvement in hostilities of American troops once they go beyond 60 days should get approval of Congress,) doesn't apply to Libya. With NATO leading the charge in Libya, the American troops are merely supporting. What do you think?
