There should be no new plants and it should halt the operation of existing nuclear facilities

It should seriously reconsider the safety measures at all existing facilities

It should stay the course with a review of security measures at existing plants

It should continue planning to add facilities with higher levels of security measures

It should add new facilities with higher levels of security to deal with today's energy needs and high carbon gas levels
