Missouri voters have worked on putting up a referendum that sought to end the proliferation of “puppy mills” in the state. The voters decided to get rid of the puppy mills but the Republican-controlled legislature thought it was better to overturn the will of the people in favor of people who do not ethically treat animals. In effect, legislature was giving the voters a message that could only be interpreted as UP YOURS!
