The American Civil Liberties Union (ACLU) supports that states reduce prison terms and instead focus on parole or probation. According to a report by the group, six states that have done so have cut down their costs of keeping convicted criminals in jail without increasing their respective state’s crime rates....

According to ACLU advocacy and policy counsel Inimai Chettiar, "The costs of using incarceration as an option of first -- rather than last -- resort far outweighs any benefit to public safety."
The ACLU also further stated that State and federal governments spend about $70 billion annually on prisons and corrections, with state corrections spending having skyrocketed 674 percent over the last 25 years.
