Grim statistics: Only about 1 in 50 stalkers are jailed while thousands roam free with little deterrent to continue harassing their victims, according to a report by probation union Napo.

This is because stalking has yet to be classified as a specific offense. People suspected of stalking are usually charged with harassment or threatening behavior or some other related offense.This can have harrowing consequences because stalking behavior, unless addressed correctly with either adequate rehabilitation or deterred, can escalate.
