It is an agreed upon fact that small business and venture capital start ups create the most jobs;



The Obama administration wants to spur on the development of High Tech environmental technologies which will be essential to America in the coming century.



Venture Capital professionals have the ability and know how to manage such investments;



Instead of just having the private sector benefit from the high returns generated in venture capital, why not have the US government match investments dollar for dollar, thereby creating a $10 Billion dollar venture pool for investments, from a $5 billion US commitment in environmental technologies?



The US would create a variety of jobs fast and get a return greater than its cost not only financially but also in terms of environmental benefits and new leading technologies down the road.



The fund managed by private venture capitalists would most likely make a good return for Uncle Sam's investment as well. VCs do not usually lose their money!
