Yes, measures should be taken to ensure that student athletes do not play with untreated concussions.

No, measures like this are hysterical responses to problems that do not affect majority of the athletes, it would also affect the quality of the game.

A study on head trauma in junior hockey, the first at any level to rely on independent medically trained observers, found that the incidence of game-related concussions was seven times the rate found in a 2005 study of N.C.A.A. Division I players.
