Yes, it gives the students an opportunity to make their time on the bus more productive.

I can see its benefits, but I don't think the educational system should rely on technology fixes to revitalize a system that really needs help.

No, part of education is socialization—with everyone looking at the laptop screens, they miss out on an important albeit a possibly noisy or rowdy part of growing up.
